Summary: The aim of the project is to find out how healthcare professionals and the population evaluate healthcare, including e-health services in Lithuania, what elements of healthcare quality they identify as priorities, which ones they assign a value category to, and how their expectations correspond to the perceived value of services. Similar concepts will be tested by asking frompeople about the added value of eHealth, skills of use, perceived value to themselves and their health management.

Result to be achieved: The development of eHealth, although a progressive managerial innovation, has been challenging in Lithuania for a variety of reasons and has caused a lot of dissatisfaction amongst users of the system. Recent healthcare management research is beginning to focus on the value-based healthcare concept, which attempts to answer the question of how healthcare should evolve and what e-health contribution should be most effective in order to create tangible value at a lower cost, by moving away from non-value-adding services and costs. An eHealth monitoring system focused on consumer perceptions of value would not only solve the practical problem of inefficiently managed healthcare costs, but would also help to manage the rather chaotic and inert process of eHealth development, and in turn create better healthcare for the patient, generating social benefits for a healthy society.
