Summary: The aim of the project is to carry out an assessment of the individual components of the asylum system of the Republic of Lithuania, as well as an ex ante assessment of the institutional model for the restructuring of the asylum system, and to make recommendations to the responsible authorities. The evaluation will include: a) an assessment of legal aid, the situation of vulnerable persons, accommodation and detention of asylum seekers in terms of effectiveness, efficiency and compliance with EU law, an analysis of systemic gaps and challenges and proposals for improvement of the system; b) an ex ante evaluation of the institutional model for the restructuring of the asylum system. Outputs to be achieved: (a) a comprehensive assessment of the individual components of the asylum system, analysis of the main challenges and proposals to address them; (b) an ex-ante evaluation of the institutional design of the asylum system reform; (c) a discussion on the results of the evaluation with the institutions concerned. The results of the project will allow for the improvement of the asylum reception and reception system and its resilience to future crises.

The project is implemented within the framework of Action 3 “Evaluation of the asylum system” of the National Programme of the Asylum, Migration and Integration Fund for the period 2014-2020, under the National Objective 2 “Capacity of Member States to develop, monitor and evaluate their asylum policies and procedures” of the Specific Objective 1 “Common European Asylum System”. The project is financed by the Asylum, Migration and Integration Fund and the State Budget of the Republic of Lithuania.
