Project subject – to provide the necessary knowledge and skills to public sport service providers, strengthening institutional capacity and creating added value for the country’s population. The project had two target groups: the administrative staff of municipal sports departments and athlete development centres.  The project organised training for sport public service providers in order to increase competences; strengthen institutional capacities, improve partnership networks with stakeholder groups and share experiences between municipal sport departments by adopting foreign good practices. The training was carried out in six Lithuanian municipalities: Alytus, Ignalina, Panevėžys, Šiauliai, Klaipėda and Kėdainiai. The trainings were conducted by experienced lecturers and professionals.

As part of the second phase of the Project, meetings-discussions were held in 6 municipalities with representatives of the target groups: participants of the trainings, representatives of priority sports in the region, and partners implementing youth sports programmes. The discussions focused on the current issues facing the municipality in the field of sport and physical activity, the potential for their development, the promotion of private-public partnerships and the practice of good governance in public sector sport organisations. On the basis of the discussions, a document was drawn up – proposals for a more active use of the opportunities for the development of the region through sport.

1 July 2021 The final Project Conference took place at Mykolas Romeris University. The final Project event was organised in a mixed way – live and fromtool. The participants were welcomed by the Director of the Institute of Leadership and Strategic Management of the MRU Faculty of Public Management and Business, Assoc. Prof. Dr. Aistė Dromantaitė. Roland Farkas from the European Commission’s Sport Unit presented the SHARE programme. Elida Drapienė, Director of the Regional Development Department at the Ministry of the Interior, presented the opportunities of the sport sector in the process of preparation of Lithuanian regional development strategies. Jonas Mickus, Education and Culture Adviser of the Association of Lithuanian Municipalities, shared his thoughts on the relevance of sport in the perspective of regional and municipal development. Mindaugas Gobikas, a PhD student at MRU, presented the results of his research on Public-Private Partnerships in Youth Sports. Project manager MRU professor Vilma Čingienė summarised the significance of the Sports Support Fund Project in the context of regional sports policy. During the discussion, proposals on the contribution of Sport and Physical Activity to regional development were discussed. The proposals will be submitted to the administration of the Regional Development Councils.
