Summary: The aim of the project is to create an efficient and sustainable research and study ecosystem enabling higher education institutions to train national, societal and public security professionals and to carry out research activities covering information security, information and hybrid threat analysis, integrated (internet and kinetic) information space monitoring and analysis of potentially criminal content.
Outcome: The technological base created by the project will allow to carry out scientific projects, the results of which will be used by national and international institutions: the Lithuanian Armed Forces, the Office of the Inspector of Journalists’ Ethics of the Republic of Lithuania, the Presidency of the Republic of Lithuania, the Government of the Republic of Lithuania, the Ministries of the Republic of Lithuania, the EU institutions in their fields of competence.

Lithuanian and foreign companies were invited to submit bids for the pre-commercial procurement “Establishment of a National Information Ecosystem for Impact Identification and Analysis (NAAS)”.

Aim of the pre-commercial procurement: To create an efficient and modern research and study ecosystem enabling higher education institutions to train national, societal and public security specialists and to carry out scientific activities covering information security, information and hybrid threat analysis, integrated (internet and kinetic) information space monitoring and analysis of potentially criminal content.
Planned use of the results: The technological base created by the pre-commercial procurement will allow to carry out scientific projects, the results of which will be used by national and international institutions: the Lithuanian Armed Forces, the Office of the Inspector of Journalists’ Ethics of the Republic of Lithuania, the Presidency, the Government, ministries, EU institutions in their fields of competence.
As part of the NAAS project and in order to attract as many participants as possible with different competences and experience, it was decided to translate the tender conditions into English and to launch the tender in two languages: Lithuanian and English.
A call for proposals is launched on 19 May 2020.

On 10 November 2020, the NAAS project pre-commercial procurement committee met to evaluate the bids submitted by the participants. The Commission took the unanimous decision to approve the bids of the following 4 participants (in no particular order):
Kaunas University of Technology and CERTH;
Vytautas Magnus University;
UAB Elsis Pro and UAB Tildė informacinės technologijos;
UAB NRD CS and Vilnius College.
7 February 2023 The first prototypes of the National Information Impact Recognition and Analysis Ecosystem (NAAS), which is being developed by two teams of business and research centres – Elsis Pro, UAB, together with Tildė informacinės technologijos, UAB, and Vytautas Magnus University, with TNO, the Netherlands – will be presented to the public at the Mykolas Romeris University. “One of the first in the European Union. An efficient and modern ecosystem for science and studies. A unique information space monitoring, identification and detection system”, – this is how Dr. Sigutė Stankevičiūtė, NAAS project manager at the General Jonas Žemaitis Lithuanian Military Academy, describes the prototypes of the NAAS system after three years of research, consultations and testing.
