Summary: The coronavirus (COVID-19) pandemic that emerged in early 2020 has created unexpected and fundamental challenges in many areas of national life – primarily in health, but also in social protection, education, culture and many other sectors. The shock of the pandemic has forced us to transform our routines in an incredibly short period of time, to acquire new skills, to operate in conditions that are different from what has been the norm, and to demonstrate leadership that defies the usual laws we are familiar with and dictates new trends that are still beyond our ken. The public sector faced a major challenge in delivering public services during the Covid-19 pandemic. Most public sector organisations were not prepared to function adequately in a pandemic environment, and naturally faced a lack of capacity and capability to operate in the Covid-19 pandemic environment. The role of public sector organisations is crucial for economic and social recovery, not only during the pandemic but also afterwards. It must take a leadership role in achieving long-term sustainable recovery by mobilising communities, providing them with the necessary skills to operate in a pandemic environment, by enabling digitalisation processes, especially in their own environment, and by providing quality services. The public sector must showcase its strengths so that both private business and communities can believe in them and mobilise together to fight the pandemic.

The project researchers aim to identify the resilience of public sector organisations and its impact on the quality of service delivery, in order to find out why some organisations are better able to respond to unusual situations and gain a unique competitive advantage by expanding their cognitive boundaries.

Outcome to be achieved: the project will have an impact on the whole public sector. The result will be a significant impact on the public sector as a whole. The result will be presented to the Ministry of Interior, the Ministry of Education and Sport, the Ministry of Health, the Ministry of Social Security and the Ministry of Labour, as a tool that could contribute to increasing the resilience of public sector organisations.

The digitised tool for assessing the resilience of public sector organisations, a prototype version of which will be presented as one of the outputs, could contribute to centralised monitoring at national level, and would have comparability between organisations operating in different areas. This would allow the identification of areas for improvement and the centralisation of managerial decisions to ensure both the continuity of the organisations’ activities and the necessary level of service quality.
